Gabe Rozsa

Mr. Rozsa is a Director at BKSH & Associates who specializes in energy, environment and infrastructure issues. He has held senior positions on the House Science Committee, the House Transportation and Infrastructure Committee and at the U.S. Army Corps of Engineers.

Mr. Rozsa also later served as environmental counsel on the Republican staff of the House Science Committee and as staff director of its Energy Subcommittee. In those roles, he assisted members of the Committee with the planning, preparation and staffing of hearings relating to a variety of energy and environmental issues, in addition to working on comprehensive energy legislation, energy-related provisions of the 2002 Farm bill, authorizing legislation for the creation of the Department of Homeland Security, and providing counsel on a broad range of environmental, energy and science issues of interest to Committee Chairman Sherwood L. Boehlert (R-NY), a leader of the House Republican moderates.

Mr. Rozsa previously served as counsel to Republican members of the House Public Works and Transportation Committee (renamed the Transportation and Infrastructure Committee in 1994) on all matters under the jurisdiction of the Water Resources and Environment Subcommittee. In that capacity, he advised members on a variety of issues, including the federal Clean Water Act and the Superfund hazardous waste cleanup program and civil works program of the Army Corps of Engineers, which encompasses a variety of navigation, flood control, hydropower, water supply, ecosystem and recreation activities. During his more than nine years with the Committee, he served as a lead Republican counsel during the last major reauthorizations of the Clean Water Act in 1987 and of the Superfund program (1986) and four major authorization bills for the Army Corps of Engineers (1986, 1988, 1990 and 1992). During his two assignments on Capitol Hill, Mr. Rozsa also participated in the annual appropriations and budget processes and collaborated in the drafting, negotiation and enactment of numerous laws.

Mr. Rozsa also served in several capacities at the headquarters of the Corps of Engineers. During his tenure as the assistant counsel for legislation in the Office of the Chief Counsel, he managed all legislative proposals of the Corps and Department of the Army relating to the agency’s civil works program. Previously, he served in the Directorate of Real Estate, where he was responsible for drafting legislation and assisting with administrative appeals relating to the Corps’ real estate responsibilities.

Mr. Rozsa also previously served as a senior vice president to one of the largest Washington, D.C. government relations firms. There, he provided a full spectrum of government relations services, from offering comprehensive Washington representation on all legislative and regulatory issues of importance to a variety of public and private sector clients to lending targeted assistance to achieve specific goals on their behalf.

He holds a master's of law in environmental law from the George Washington University, a Juris Doctorate from Washington University and a bachelor of arts degree from the University of Virginia.
