L. (Larry) Harlow
Vice Chairman
Mr. Harlow, Vice Chairman of Prime Policy Group comes to the firm from its predecessor, Timmons and Company. Mr. Harlow served for a decade in several senior federal government positions for two administrations with experience that encompasses virtually every type of federal agency. During President George H. W. Bush’s Administration, Mr. Harlow was nominated by the President and confirmed by the Senate as Deputy Under Secretary of the Department of the Treasury, and then was designated by President Bush as Assistant Secretary of the Treasury for Legislative Affairs.
Mr. Harlow also served in both of President Ronald
Reagan’s terms in office.
He began the first term as Director of the Office
of Legislation at the Environmental Protection Agency (EPA) before
moving to the Federal Trade Commission (FTC), where he established
and led that agency’s first free-standing Office of Congressional
Relations.
During President Reagan’s second term, Mr. Harlow
joined The White House as Special Assistant to the President for
Legislative Affairs, and subsequently served as Associate Director
of the Office of Management and Budget (OMB) as head of the Office
of Legislation. During the same term, Mr. Harlow received a second
Presidential appointment to the President’s legislative affairs
staff.
Prior to his service in President Reagan’s Administration,
Mr. Harlow directed the government relations program for the Grocery
Manufacturers of America in Washington D.C. Earlier he worked in
the Senate as an aide to Senator Howard H. Baker (R-TN) while he
attended college, and then handled relations with six state legislatures
for the Environmental Protection Agency in Denver, Colorado, following
his graduation.
Mr. Harlow has played a prominent, senior consulting
and management role at the last five Republican National Conventions,
actually running each session of the Convention in 2004 and 2008.
After the 2000 election, at the request of Bush-Cheney
transition officials, Mr. Harlow managed the confirmation of several
senior Administration officials, including Paul O’Neill as Secretary of the Treasury, and assisted members of the Bush Administration with other confirmations during the Administration’s term.
Mr. Harlow was President and Chief Executive Officer
of Timmons and Company from 2000 – 2009.
Mr. Harlow is a member of The Board of Visitors of
the Fund for American Studies, and the Board of Trustees of the
U.S. Capitol Historical Society. He graduated from George Washington
University with a B.A. in political science. He was born in Oklahoma
City, Oklahoma, and lives in Virginia with his wife, Sue. |
