Executive Vice President
Mr. Paone is Executive Vice President of Prime Policy group and comes to the firm from its predecessor, Timmons and Company. Mr. Paone served on Capitol Hill for 32 years before retiring and joining Timmons and Co.
From 1979 to 2008, Mr. Paone worked on the Senate
floor for the Democratic leadership in one capacity or another.
From 1995 to 2008, he served as an officer of the Senate in the
position of Democratic Secretary, being elected to that position
by unanimous vote of the democratic caucus in each congress during
his tenure. His duties on the floor consisted of analyzing and
recommending matters to the Majority Leader for floor consideration,
including legislation, nominations and treaties. His work on the
floor resulted in daily contact with each of the 51 democratic
senators when they would come over to the floor to vote or offer
amendments and ask him to assist them in trying to advance their
particular cause or in preventing a provision that adversely affected
their interests from being enacted. In this vein he worked closely
with each democratic committee chairman and their staff in steering
their bills through the floor. He assisted the Democratic leader
in his liaison with the House leadership staff and the White House
Office of Congressional Affairs. He provided daily drafting advice
and parliamentary assistance to the Democratic leadership, other
Senators and staff.
Mr. Paone supervised the drafting of written summaries
of all legislative issues on which the Senate conducted a roll
call vote. He negotiated with the Republican leadership unanimous
consent time agreements which provided for a finite time limit
on debate and a limitation on amendments during the consideration
of complex and controversial legislation and/or nominations. He
worked closely with the Republican leadership staff, the Committee
Chairman’s staff and the staff of other senators in “clearing”
non controversial legislation for passage by unanimous consent.
Mr. Paone was responsible for the day to day management
of the Democratic Cloakroom, its staff, the Democratic leader’s floor staff and the pages. He supervised the Senate cloakroom operation at the Democratic Conventions in 1992, 1996, 2000 and 2004.
During the summer of 2009 Mr. Paone accepted an associate
professor position at the College of William and Mary where he
taught a class on Congressional Legislative Procedures. Mr. Paone
graduated from Boston College with a B.A. in Economics and Philosophy
and he has a Masters Degree in Russian Area Studies from Georgetown
University. Marty was born in Everett, Massachusetts. He is married
and has three children. |
